The Procurement Officer ensures organizational purchases and vendor selections are carried out in compliance with sponsor regulations and IIE policy. S/he leads procurement processes for Shared Services and organization-wide preferred vendor procurements, advises program teams on procurement-related matters, and develops & delivers organization-wide procurement tools and trainings. Work is carried out independently under general supervision.
Essential Duties and Responsibilities include the following.
•Conduct procurements for shared services departments and organization-wide preferred vendors:
• Facilitate procurement including planning, advertising, sourcing, bidding, negotiation, and purchasing to achieve the most appropriate and cost-effective means of procurement in an open and transparent manner.
• Monitors status of procurement activities.
• Prepares solicitation notices.
• Provides assistance to colleagues in developing selection criteria and contractual conditions for the acquisition of goods/services.
•Advise and assist program teams with program-funded procurement activities.
•Ensure compliance with procedures set out in the Procurement Policy and relevant process flow charts. Develop and provide guidance, procurement tools and templates, policy interpretation, and organization-wide training.
•Oversee and ensure integrity of list of qualified and reputable suppliers and vendors. Ensure compliance with sponsor rules, regulations, policies and strategies, and implement effective internal controls.
•Maintain the department’s files including negotiation memoranda, notification of vendor of awards, etc.
•Responsible for complying with applicable contract and sponsor requirements and following all IIE policies and procedures.
•Performs other related duties and functions as assigned.
Education/Experience:
•Bachelors degree required. Master’s degree preferred.
•Minimum 5 years of progressively responsible related experience, with at least 2 years supporting fair and open procurements including conducting cost/price analyses, preferred vendor negotiations, and working within US government regulations.
•Experience working with US government-funded acquisition and assistance instruments preferred.
Knowledge, Skills, and Abilities:
•Demonstrated practical knowledge of CFR; FAR and other relevant US government regulations. Proven ability to develop RFPs/RFQs, evaluate cost/price, draft procurement documentation and perform other actions requisite for procurement. Complete, in-depth grasp of procurement techniques, practices and operations.
•Strong interpersonal communication and negotiation skills and demonstrated presentation skills.
•Ability to work effectively in an atmosphere of multiple projects, shifting priorities, complex details and deadline pressure.
•Excellent interpersonal and analytical skills.
•Excellent oral and written communication skills, including ability to explain and present technical information.
•Fluency in English, written and oral.
•Strong accuracy and attention to detail.
•Ability to interact with all levels of staff and external contacts and ability to exercise discretion on confidential matters.
•Ability to read and interpret documents and ability to sit at a computer and operate a keyboard.
